IE: If the image you're commissioning me for, is a 2 character piece of said characters having a picnic, I will AUTOMATICALLY include a park or beach scenery to the background.

The reason for the '20$' increase for a CG background, is simply because I (usually) take the picture of the scenery MYSELF. And even if it's one of YOUR supply, it still takes a lot of time and effort to cut, crop and paste the image.
